Transition solution for current “known consignors”
If you have any further questions, please start by consulting
the explanations mentioned in the

Aviation (FOCA) to all “known consignors” – and/or the
FAQ.

The procedure for companies who wish to obtain “known
consignor” status according to the Swiss DETEC decree regarding
aviation security measures (VSL
748.122) is as follows:
■
An application as a “known consignor” candidate must be filed
with the independent validator (see
Registration).
■
Minimum qualification equivalent to that of a security
representative.
■
Implementation of the security measures.
■
The security programme must be submitted (the relevant documents
are handed out and discussed during the training course).
■
An inspection of the premises concerned by an independent
inspection authority (independent validator) appointed by FOCA.
■
Certification by FOCA upon request by the independent inspection
authority (independent validator). The certificate is valid for
5 years.
■
Data recorded in a national data bank (optional)
■
Annual confirmation and/or continuous updates of the security
programme by the “known consignor”.
■
Announced and unannounced intermediate inspections by the
independent validator i.e. FOCA.
The following represents a transition solution for all
consignors who obtained “known consignor” status prior to 31
March 2008 via the previous procedure through their status as
“regulated agents”:
■
The
security programme (security declaration) as a „known
consignor“ must be submitted to a “regulated
agent” by 31 March 2008.
■
Implementation of the security measures.
■
Inspection of the security programme (security declaration) by
the “regulated agent”.
■
The “known consignor” must report to Spedlogswiss via the
“regulate agent”.
■
Data recorded in a national data bank (optional)
■
NB – Please note that the “known consignor” status is
of limited duration, with a maximum validity of 12 months.
■
As of April 2008, all temporarily registered “known consignors”
will be summoned one by one by an independent validator to be
properly checked
in accordance with the new procedure (see above). The summons by
the “independent validator” is legally binding, and failure to
comply will result
in the “known consignor” status being revoked.
